The possession of cultivation and possession of cannabis for industrial, technical and horticultural purposes, as well as trade in cannabis for these purposes, is regulated by Act No.167/1998 Coll. on Addictive Substances and on Amendments to Certain Other Acts;

Handling of addictive substances and preparations without a handling permit
A handling licence shall not be required for the acquisition, storage and processing of hemp plants which may contain no more than 0,3 % of substances of the tetrahydrocannabinol group, and only hemp for industrial, technical and horticultural purposes, as well as for trade in hemp for these purposes;
